Belém, November 11, 2025.– Within the framework of COP30, the Amazon Cooperation Treaty Organization (ACTO) held the session “Morning of Sustainable Economies / Socio-Bioeconomy” with the aim of promoting regional dialogue on pathways to build a sustainable, inclusive Amazonian economy based on the responsible use of biodiversity.
The event took place at a strategic moment for the region, as Amazon countries seek to consolidate a shared vision of economic development that integrates conservation, innovation, and social well-being, in line with the commitments adopted in the Belém Declaration and national agendas on climate change and sustainable development.
During the meeting, ACTO officially presented the Amazon Sustainable Economies Strategy, a regional instrument approved by the eight Member States to guide policies, investments, and technical cooperation toward the socio-bioeconomy as a key pillar of productive transformation in the region.
The session was structured around three thematic forums, which provided space to discuss the main challenges of transitioning toward sustainable economic models.
The first forum, “Building Sustainable Economies in the Amazon,” marked the official launch of the Sustainable Economies Strategy, conceived as a regional cooperation framework to strengthen national capacities and create enabling conditions for the development of sustainable value chains.
The second forum, “Markets and Trade for the Amazon Socio-Bioeconomy,” addressed obstacles to consolidating local and regional markets, promoting sustainable exports, and strengthening short commercialization chains. Participants highlighted the need for stable regulatory frameworks, public incentives, and greater private-sector engagement in adopting environmental and social standards.
The third space, “Amazonian Development Models,” showcased concrete experiences from Indigenous, rural, and urban economies, presenting alternatives that integrate local knowledge with technological innovation and productive diversification.
Technical cooperation to implement the Strategy
During the session, the Inter-American Development Bank (IDB) announced a regional technical cooperation initiative—implemented in partnership with the Inter-American Institute for Cooperation on Agriculture (IICA) and ACTO—aimed at supporting the rollout of the Sustainable Economies Strategy.
The cooperation will focus on strengthening regional planning, public policy design, investment frameworks, promotion of bioeconomy best practices, and multi-stakeholder coordination. The goal is to build shared capacities and consolidate a sustainable development agenda that connects national policies with regional action.
A regional alliance for action
The new cooperation framework between ACTO, IDB, and IICA brings together intergovernmental governance, technical assistance, and territorial implementation.
ACTO will lead political coordination among countries; the IDB will provide financing and technical support; and IICA will work with agriculture and environment ministries to advance implementation on the ground.
The event included the participation of FAO, WRI, PROAmazonía, CONEXSUS, IMAFLORA, IIAP Peru, CONFENIAE, REDARIO, and the Pan-Amazon Bioeconomy Network, among other institutions contributing to strengthened scientific, productive, and social cooperation in the Amazon.
